I found a pedestal under the college of winter hold in skyrim. Its in front of a circle with an oblivian sign in the middle and a pullbar in front of all that. WHAT IS IT?

Never seen it. Have you completed the College's quest line yet? I've only just started but it probabaly has something to do with that. The Oblivion sign is the emblem for Conjuring or Necromancy which is forbidden at the college, so I'm guessing it pertains to that quest line.

There should be either a body nearby or a book. find that. its something about creating atronachs IIRC
and neither necromancy or conjuration is forbidden at the College of Winterhold. they just advise caution around normal people when using necromancy because it is feared.

It's a tool for creating staves,scrolls, and spell tomes that deal with summoning atronachs. You'll need a Sigil Stone to operate it. The quest to find the Sigil Stone is initiated after getting 100 skill Level in conjuration and talking to the conjuration trainer in the guild. It's kind of similar to how you acquired new spells in the Midas Magic Mod for Oblivion.

Correction: You'll need a Sigil Stone to craft some of the stuff that's possible. Also, you can craft Daedric Armor with ebony armor and daedric hearts.

ERROR! Sigil Stone not required for the creation of the Spelltomes. I know because I got two of the spellbooks without it.

This is also part of the Conjuration Master Quest. Get Conjuration up to 95-100 and talk to the master level trainer in the College.
