So yeah I went into the Data file section of the Skyrim Launcher and deleted the 2 ESPs for the Skyrim Texture pack however when I go to redownload the texture pack it tells me that I already own it and where it would usually say download it just says play game, is there a way to redownload the texture pack?

Go into your steam library and verify Skyrim.
