Nazeem once stopped hitting me with the "Do you get to the Cloud District often? What am I saying, of course you don't" after the first few times. It was nice to not hear it for the remainder of my game. Sometimes NPCs just glitch and their dialog stops. Happens quite often.

Has happened to me once. The guy was burried up to his waist to the ground and was not reacting to anything. I used a shout to move him "a bit" and after he touched the ground again everything started to work normally. He just said something like watch it dude.
