Im doing the main-questline, and have reached the point where I will have to call for Odahviing and make him come to Dragonsreach by using a shout, but even though I stand outside shouting, nothing happens. What should I do to call him?

Did you go outside behind the Jarl's throne? It has to be done from there, it's a big chamber with a sort of a mechanism for pinning down the dragon.

do the full three word shout as soon as he comes your shout will recharge use dragonrend and lure him inside the rest will handle itself

I am also using the full three word shout on the balcony in the place where I shouted him previously as another character, and he is not appearing. I must have shouted a hundred times and still no sign of him. What do I do now?

Have you gone through all the necessary conversation with the Jarl?
