Okay, I'm wearing the amulet of mara, I've completed her little side quest, I've not been married before, but I still get no option.

Did you ask the Priest of Mara in Riften (his name is Maramal) about marriage, and have him explain it to you?

If you haven't done this, you can't get married.

Did you talk to the priest about marriage (Riften). If not that's the reason. If so, don't know.

The quests are irrelevant. They are for some goodies and a stronger blessing of Mara. The male priest is the one you need to talk to, and there really isn't a quest, you just have to talk to him in the early am (dawn) the next day with your woman next to you....
