Battle mage? Well, since Skyrim doesn't seem to penalize armor for mages, might I suggest investing into smithing as well? Adding on armor will help to reduce the mage's main weakness. I suggest going 1H Weapon and Spell in hand, and specialize in destruction and possibly conjuration as well. For your enchants, adding cost reduction and Mana regen would be a great idea, so look into that. Furthermore, having a mage-style enchant on your weapon would be a good idea. Consider adding Element+Mana Drain (so you'll obviously be wanting to get the twin enchants perk). Having a trio of blades which you switch out based on which foe you face would probably be a good idea.
For the weapon you use, I either recommend a spellsword or black cleric build - so either swords or maces are gonna be what you wanna invest in. Also, summoning an Atronoch ally will probably be a good idea as well, especially when you get a bit overwhelmed.
As I'd suggest with pure mages, don't bother with the second tier elemental boosts - go with only the boosts to power, not the meh-style added effects. This should allow you to put your perks into other areas that should help your build out more.
Race is up to you, but personally I'm gonna suggest Breton for this. Their resist magic will help quite a bit. Alternatively, try Dunmer. Since you're gonna be meleeing anyways, Ancestor's Wrath may actually prove useful to you, and traditionally dunmer seem to be build around the whole spellsword as well. Plus, fire's one of the more common elements used in the game, so resisting half damage innately is a good thing. If this is for RP reasons, though, I don't know if I'd suggest a Nord, given that they tend to be a lot more superstitious about the whole magic thing.
