Alchemist stock seems to be random, but it is not that hard to get ingredients for restore health.
Just pick blue mountain flower, and collect wheat from farms.

You can see what other ingredients restore health http://www.uesp.net/wiki/Skyrim:Ingredients.

There are quite a few different ingredients you can use so it is likely that most alchemists will have at least two different types in stock.

Blue Mountain flower + Wheat is a good combination because it is easy to get and grants two effects.. Fortify Health & Healing.

Other ingredients include:

Blisterwort
Imp Stool
Blue Dartwing
Butterfly Wing
Charred Skeevers hide
Daedra Heart (rare and expensive)
Saber Cat eye
Rock Warbler Egg
Swamp Fungal pod

Perks that boost the strength of your potions and alchemy skill will determine the strength, ingredients just seem to determine the effects.

Edit: Personally I wouldn't recommend wasting Daedra Hearts on healing potions as they are somewhat hard to get and may have other (better) uses.

Some combinations are more powerful than others. Perks do affect strength of potion, as well.

Almost all the vendors will have a small amount of blisterwort and wheat every time they restock. You can pick wheat at the farms which are outside all the larger towns.

Blue mountain flower can be found just about anywhere that isn't swamp or frozen. The farm outside of Whiterun that has a windmill grows wheat - the windmill turns a grinding stone. I don't remember the name.

The larger cities all have several farms outside them, and at least one will have wheat that you can harvest. Other places off the top of my head where you can harvest wheat are the farms at Darkwater Crossing and Ivarstead.

Chillfurrow Farm outside Whiterun, Hlaalu Farm outside Windhelm, Merryfair Farm outside Riften... there are others

Blue mountain flower grows everywhere on the tundra around Whiterun and in the forests around Riften, also around Riverwood.
