Anti stutter = lower CPU speed?

LOL

I try it, and works (in my stutter - tester mountain). Low the AMD multiplier with easytune 17x -> 8x, and stutter almost gone, but the game don't slowing noticeable.

I try out everything, fps limiters, borderless things, nexus screen tearing generator, but indoor stutter always present. This cpu limit only for fun, i think the gamebyro engine is.... no comment.

The game has to keep track of everything in different cells. The CPU and RAM is used for that. GFX card doesn't render things in all the other cells.

This works only for computers who have the same motherboard then?

This program only for some gigabyte motherboard (see support list). If you had another manufacturer's board, try search cpu tuner program on manufacturer's website. Or change the cpu speed in bios.

Whether or not this is true for AMD, IDK, but as you can see I have a screamin' fast OCd Intel CPU and a super-fast gfx card, and I don't have stutter.

The stuttering reason is mystic, even for bethesda coders. I don't see any pattern in cases...
