Skyrim, forces you to be evil?

In Oblivion, you could turn someone in for a crime, in this game, it’s either do the quest or let it rot, and there is no in-between.

Here I am in Solitude, minding my own business, when an Argonian asks me to crash a ship. I threaten to turn him into the guards and all he says is “For what? We are just talking.” I assumed he was in the wrong, since crashing a ship, killing the people on board and robbing it was against the law.

I ran up to several guards to turn him in they either told me “they took an arrow to the knee” or were smart asses and asked if “someone stole my sweet roll.”

After not getting anywhere with the guards, I went to see the Stewart in the Blue Place and he had no dialogue option to turn this Argonian in. As a final attempted, I tried the Jarl, still no option.

The same thing goes with the beggar in Markarth, no option to turn him in for wanting me to steal the statue of Dabella.

Or how about Windhelm( or was it Dawnstar, ugh, sorry cannot remember which town) the a person working for the Jarl, wants me to steal a staff to insure his lie for his station remains intact.

In Whiterun the Beggar there wants me to steal a bottle of Argoinian ale.

The only way I can see is playing a true good person in this game, is just not take the quest or take the quest and let it rot in your journal. I miss turning bad people into the guards.

You did what you could, now the guards and Solitude will suffer the consequences for not listening to you. The game does not force you to be evil because it does not force you to explore "evil" content.

The game heavily rewards you for being evil, though

See - cannibalism, intentionally wrecking merchant ships, killing your good friend

Just because you don't get an opportunity to turn in every tosspot thief you find, doesn't mean you're forced to be evil.

All of which are actions that can have immediate rewards. The problem is that Bethesda can't be too vigilant about implementing long-term consequences because playing an evil character should be a viable option.

The "good" actions are mostly for not-so-important quests that does not have long-term impact either.

It's just that being a good character is not really rewarding. Saving the world from a certain Thalmor jerk up in the north east should at least make a certain jerk in a certain hold shut his mouth up about joining a certain college, but no...

On the other hand, eating human flesh increases your overall constitution which lasts for a few hours
