I finished the stormcloack questline on my character before I ever visited Solitude. I just visited Solitude for the first time (it wasn't discovered yet) and it seems they don't know that the war is over yet. They are all talking about it and I have missed some stuff that I did get on my first character (like the execution) although I can talk to people about that kind of stuff.

And when I visited Blue Palace I saw a bunch of red dots in my HUD. When I found were they were I saw Jarl Balgruuf, proventus and that dark elf from Whiterun there fighting the stormcloak guards. They can't die, so the fight just goes on and on and on ...

Don't know if I will miss out on any Solitude quests because of this but I find it rather strange. Googled for it but didn't find anything about someone having the same problem. Did anyone here?
And can it be fixed with a console command or mod?
