Alright, so I talked to Wujeeva? in Riften's Docks area about Skooma.

That basically allowed me to start getting lil bounty jobs from the Jarl's steward. But that's it.. I've done like 5 bounties now and I can't get a dialogue option from either Jarl/Steward of Riften.

How do you get it started? Or just simply for that matter.. get the house in Riften?

Yes. Before I even talked to Laila or her steward. It was only after doing it could I get jobs from the steward.

EDIT: Wiki basically sent me to Wujeeva and her Skooma quest so that I CAN start getting jobs..

you should have gotten a thing in your misc quest that says help the people of riften (i think you need like 3 of these)

Do you still have the "Identify Riften's skooma dealer" in your misc quests? If so, you need to talk to Wujeeta again. If not... no idea.

this quest seems to my characters bugged. I've tried two with her, and neither of them can get the Thane title. I get the "helping 5/5 quests" and do them. Then I get the buying of the house quest, so I do that. When it says return to the Jarl, I get nothing. No new dialogue, nothing about becoming Thane. My other two characters have not even bothered with it all.
I can get the house.
Also did stormcloaks quest lines
Before and after. Neither seemed dependent on it.
maybe just a bug.
