By that you mean what? Dragon priests use a lot of spells like fireball, chain lightning, and summon antronach. There isn't a 'summon dragon priest' spell (as far as I know) if that's what you're asking.

That's a unique spell effect granted when wearing that mask. You get that mask by finding the eight other dragon priest masks. As you can see, there's no tome, meaning no vendors carry it and you can't find it anywhere. If you're on PC, you can probably get it. I can't being on 360.

Unless you're somehow able to mod on the 360, no. Yeah, it svcks, but that's console gaming for you.

Just wear the Konahrik mask and you'll be fine.
