No, well maybe, not sure. I have two open quests:
Joining the Legion>Take the oath
Miscellaneous>Join the Storcloak rebellion

I was hoping to avoid taking sides so I could remain neutral and find a way to make peace.

You can't remain neutral because during the peace negotiations you must help your faction leader (Tullius or Ulfric) make decisions regarding who gets what territory and who pays what restitution. You can leave it at that afterwords and never finish the civil war quest line in order to maintain a fragile truce. But you have to choose. Now say "sorry Bethesda". Lol.

Sorry my friend, but that's not true. You CAN remain neutral. I reloaded a few times to get it, but if you grant both sides equal benefits in the negotiations they'll even comment on the fact that you treated both of in the same way. And before you ask: No, I didn't start the civil war quests.

I stand corrected then. It's definitly good news for my thief who's not really fond of signing up with law enforcement agencies and putint her pretty Elf hide on the line when Victoria Vicci just got shiny new jewelery that begs to be stolen. ;)

That you may have a bug because another character of mine did all the civil war quests including the battle for Whiterun, then did the negotiaions and the rest of the MQ and after that just resumed the civil war quests. Worked perfectly fine.

If you had started the joining the empire quest chain you may have to finish the current leg of that chain you were on and then talk to Legate and DONT TAKE ANYTHING NEW before you talk to the General... is a pain and is true that some chains blend better than others.

I was neutral...

I was definately splitting my answers by what I personally thought was fair, not by either faction. I might have swayed a little towards the Empire by the end, but only because I only got to really make 3 choices and one side will end up feeling more or less butt hurt as a result.

I totally agree with stee_vo... neutrality is possible.

My Main Quest got broke by a dragon. I was talking to the lady to go to the special place, I had my fancy clothes, and none of my items, but a dragon showed up on the last line of dialoge and broke my quest. I stood there looking at the dragon flying in circles, and the lady shooting at it, and the main in the carriage jumping out saying SAVE ME and jumping back in, and doing that over and over.

Just try to talk to Galmar to get your orders. If you're on PC you can open the console and type

player.moveto 1b133

to get to him. Good luck ;)
