And too answer your second question Ysgramor and his decendants fought the dragons while some worshipped them, just like he fought the elves. They are all decendants of early Nedic settlers from Atmora the place where all men come from so there were men in Skyrim before Ysgramor just wasn't a true society like the elves had.
