I finished the civil war quest line, but now every time I enter the blue palace the old jarl of winterun and his friends start fighting, no problem you may think, but they are essential for some strange reason. Is there any way I can enter the blue palace now?

I finished the civil war quest line, but now every time I enter the blue palace the old jarl of winterun and his friends start fighting, no problem you may think, but they are essential for some strange reason. Is there any way I can enter the blue palace now?
