It's very straightforward.

*Note*: It is recommended you have a higher magicka count than average w/ Mage benefiting clothing/jewellery.

After completing the Dark Brotherhood and having moved to the Dawnstar sanctuary. Make sure to purchase the Torture chamber add-on from Delvin Mallory at the Ragged Flagon in Riften (5000 gold). You cannot use the power levelling method without it.

Once you have purchased the add-on, go into the torture chamber and stand in front of whichever chained prisoner you want to use. Make sure to put your difficulty on the highest setting as this will make the prisoner harder to kill by mistake.


Destruction/Restoration power-levelling:

In one hand, put "Sparks/Flames/Frostbite" and in the other "Heal others".

Next step? Hold down both spell triggers. You will be doing damage whilst healing the prisoner, keeping him alive. Both spells fit the criteria needed to give you experience as your destruction spell is harming a target, whilst your restoration spell is healing a wounded target.
Provided your magicka count is higher than 100, the novice level spells will cost very little. If you are wearing the Dragon Priest mask of Morokei along with the Arch-Mage robes, your magicka will replenish faster than you deplete it. As noted before, it is beneficial to have magicka potions and any magicka boosting/regenerating items.

One-handed/Restoration power-levelling:

Same format as above, with the exception that you're not shocking/burning/freezing the target but instead hitting him with your one-handed weapon. Provided you keep the "Heal others" spell in one of your hands as a constant, the prisoner will not die. The criteria needed to gain experience in one-handed is met, as the target is taking damage. This will be benefitted by the experience gained from your restoration spell.

Added note: A similar way without having to do the Dark Brotherhood missions is the pre-entrance training with Vilkas in The Companions in Whiterun. However, from comparison, the Torture chamber method is quicker/smoother, as actions are not interrupted by dialogue.
