I'm level 16. Should I wait and do this at a higher level so I don't get something crappy?

I dont think its leveled. Like the other DB stuff its set stats.

It's always the same stats no matter what level you get it.

You have to go through a hoard of forsworn and witches and a hagraven to get it.

Ancient Shrouded Armor is great armor, especially when upgraded.
Getting is not all that difficult, just go in prepared.
