In the dungeons the player needs to create light to see. How do most people do this?

A spell? A torch? is there an magic item that provides light?

Can you gove yourself something using the consol that creats light-like Nisters boots in Oblivion.

You can always carry a torch for such occasions. Just equip it like a weapon. I just let my follower Erik have a torch so I don't have to bother with it. He automatically carries it when it gets dark, and the light from it lights my way nicely.

There are also two spells that I know of: Candlelight, that makes a little ball of light follow you around, and Magelight, a ball of light that sticks to whatever surface you throw it at, and lights up the surrounding area. You can buy both spell tomes from various vendors.

Do Torch on Followers go off?

There's a brightness setting.

I'm not sure. I've never noticed it, but that doesn't mean anything.

Not sure I understand the question but I'll try an answer. Followers use torches as long as it is dark enough and they have torches in their inventory.
