Hi all,

Thank you in advance for taking the time to read this. I've done several searches and couldn't find my problem already discussed but if I missed it I truly apologize. To the topic at hand...

To the Capture Odahviing quest... I have completed the required pre-quests and am now attempting to capture the dragon to find out where Alduin is. However, Jarl Vignar will not go to the keep to start that piece of the quest. He has been walking around Whiterun, at one point he was SWIMMING IN THE MOAT, but every single time I hit 'A' to talk he says 'as soon as I return to Whiterun we'll get ready to capture the dragon'. He is in Whiterun! We've done the negotiations and the truce, I have the Call Voice, I've tried every reload and even gone off on 5-6 other quests and came back and he STILL wanders around saying 'as soon as I get back to Whiterun we'll get ready'. I've even called the dragon and it came but there was nobody ready to spring the trap. I've invested WAY too much time to start over now and want to complete the Alduin quest. What the heck is going on here? Why won't Vignar go to the keep and get everything ready? PLEASEPLEASEPLEASE HELP ASAP!!!!!!!!!!!!!!

As you can tell I'm at my wit's end.

Have you tried going out on the great porch? I don't remember exactly how I did it with balgruuf, but I think I just walked out there and he appeared there.

Yep - did that a couple of times and no dice. However, I did receive a reply from gamesas Support - it is a known issue:
