In captivity in a Forsworn Camp in a Tent. Just follow the marker.

He is at a forsworn camp that the quest marker should point you towards.

the marker leads me inbetween brucas leap and druadach
ive been in both twice. when i look at the map the blue dot is at the exit of both dungeons and when i exit it is inbetween the two.

The priest is being held captive either in one of six locations: Bruca's Leap Redoubt, Broken Tower Redoubt, Deepwood Redoubt, Druadach Redoubt, Hag's End or Red Eagle Ascent (outside in the tents, north of Red Eagle Redoubt).
