Dragon Souls vs Dragon Shouts

I am thoroughly enjoying Skyrim despite the quirks ... of which I am now immune to upset having worked it out of my system with Oblivion and the Fallout series !
Bethesda, I want you to know that your games are the ONLY ones I would put up with all the glitches and still keep playing over and over !! Anybody else would go in the circular file PDQ!

Now, on to my gripe ...
I have noticed that there is a poor balance between (1) the number of dragon appearances (2) they seem to always appear in the same place and (3) the
disproportionate number or availability of the dragon 'shouts'.

I would like to see the main quest line extended, time-wise, by (1) reducing the number of dragon appearances and (2) more 'random' locations i.e. not more than two ever appear in the same place. Right now, I can now predict when and where dragons will appear. This sort of takes away a bit from the adventure of it all.

At this time, I have 14 dragon souls and no shouts to spend them on .... and I keep getting them (the Elder dragons are REALLY tough! Luv em!) .

as a P.S., I would also say that the 4GB address space mod for the game fixed my CTD's . Really enjoying it now....

Funny, as soon as I was complaining about seeing too many dragons, I started not seeing any for super long stretches... like 7 or 8 hours of playtime. I hardly fast travel too.

My quip has to deal more with the shouts themselves. I don't like the mechanic of them very much, especially their long cooldown times. If Bethesda thought of something like... investing extra dragon souls to reduce cool down times, then I think that would be great.

Yes,
It seems some 'balancing' is in order here about the dragon appearances (I get them a LOT) and the 'shouts'.
I really do NOT want to complete the main quest as I find it is a great on-going, in the background, quest. I would really not mind it being more convoluted (I haven't finished it yet though !)

I could also gripe about the cool-downs, but I did find the 'Amulet of Talos' which reduced the cool-down by 20%. This may be the method by which mods will
be able to fix this in the future (amulets at 10, 20, 40, 60 % etc).

Yeah, I had that too, and combined with the Blessings of Talos, you can get a total of 40% cooldown times. I just wish they could have done it better. I don't like using that amulet because I enchant other necklaces with more valuable stuff. Even with the shorter cooldown times, powers like the fire and frost breath really don't do that much damage, so even with the tier 3 powers, the cooldown time is 60s even with the 40% total cooldown. In the much tougher battles, even 20s can be an eternity. That's why I found most of the shouts not very useful in combat, especially on tougher enemies and/or higher difficulty levels.

... not to mention that I am totally confused with all the powers and mapping to hotkeys. I have to discard much of 'useless' dragon powers.
I also hate the menu system.
