A reel like that is just a wheel with a handle on it. Really not a difficult thing to make. I'm pretty sure I could fabricate one like that very easily with hand tools.

Ha, I saw a fisherman/hunter on a small island in the middle of a lake/pond and he had 2 of them in his boat on the shore, I ended up blowing them both out into the water to sink so he couldn't fish no more.

Well it's not like this a supposed to fit in an earth time line. Just look at the tech the dwemer had thousands of years before the events of Skyrim. Autonomous robots powered by captured souls, I'd question that before a fishing real.
