So every single shout has 3 parts?

Because clearly I haven't found every part in the game then because like "whirlwind sprint" is still at 1 stage... And what is that shout I found, they give you all three at once.. And all it does is yell "hey skeever butt!" or some Skryim cursing lol like it has no purpose!!!

There is one Shout that you get all three parts from the Graybeards. However, every other Shout has 3 words. Once you learn and unlock the extra words, holding down the Z or Shout button longer activates the higher levels. How much longer I have not quite figured out, as in how long for one level, how long for two levels etc. I just mash it.

Yes, every shout consists of 3 words. Have you talked to the Gerybeards yet? Once they accept you as the Dragonborn, you can ask them if they have located any words and they will point you into the direction of a whisper they have heard.

The "Throw Voice" shout is great when you are sneaking around Dwemer ruins. You can confuse the heck out of the Falmer with it. :)

You don't need all three parts to all of the shouts and yes, all of the shouts have three parts. I've started collecting them by doing quests to seek them from the Graybeards and then learning only the ones I choose to learn along the way.

also... once you've met the leader of the Graybeards, remember that meditation on a certain word will enhance the related shouts. VERY handy if you like to become ethereal and sneak, or if you use unrelenting force to clear draugr deathlords while you drink potions etc...

Instead of speaking to the Greybeards, you. An also shout in public places such as towns, cities, castles/ halls and even places like Blackreach or the Arcaneum. I use Whirlwind Sprint and a day or two later in game time, a courier will deliver a letter from a friend telling me to locate a source of power which is always a new word. This is a nice alternative to visiting the Greybeards to learn words or locations.

And if you don't want to search for the words yourself:
