Currently my level of Enchanting is quite low. Does this effect the strength of the enchantment, when I disenchant it or

Does it effect the strength of the enchantment when I actually enchant it onto an armour or weapon?

I think yes. The strength of enchantment is based on the level of enchanting, the perks for enchanting and the soul gems used during enchanting. And as for disenchanting, it's for you to learn that enchant so it doesn't really matter at what you disenchant nor the level of that item.

Doesn't effect disenchanting, only when you enchant something.
