From what I've seen, higher gems increases the percentages (I just started enchanting - but I'm sure I've seen it work that way). When you enchant an item, there are 3 steps to it: The item, the gem, and the spell. When you get to the gem part, look on the right side of the screen and see the percentage. Then say no, and put a higher level gem instead, and see if the percentage goes up. I'm almost sure it does.
If you have an item that's worth a ton of gold, you have a problem lol. If you need money, sell it, otherwise disenchant it. There's so much loot in dungeons and places, I really haven't sold anything instead of disenchanting it.
If you have two items that do the same, I always disenchant the item that's stronger/better.
