What weapons can I duel wield?

Where do I join the stormcloaks at?

You can dual wield any 1 handed weapons or staves and go to Windhelm to join the Stormcloacks.

You can dual wield any one-handed weapons (dagger, sword, axe or mace). You go to Windhelm to join the Stromcloaks.

You can travel to Windhelm using a caravan. You can find one outside the Whiterun Stables.

FYI: someone has mentioned before that your left-hand weapon determines your attack speed. I dual-wield swords so I never tested it, but no one else in the thread contested the left-hand speed theory.
