After killing Cicero and traveling back to the Falkreath Sanctuary, I walked in and Astrid was leaning over the math and without clicking on her, she says "Arnbjorn is safe, and for that you have my thanks. But what of the fool? Is Cicero dead?" I try and click on her to enter conversation, and it won't work. She just keeps repeating the same line over and over again each time I click. I am stumped and haven't seen this bug come up anywhere before. Need some help.

I also had the problem with getting the Ancient Shrouded Armor, in that I had entered Hag's End before (over 20 levels ago) and upon re-entering it for that quest the body wasn't behind the door, just the chest. This has been the most bugged questline I've done so far (with the exception of Blood on the Ice, which won't start no matter what I do).

Did your Journal tell you to go back to her? Also, did you walk around the room that she is in to trigger the game into knowing you were there? (sometimes you have to trigger an activator to get the game to know where you are)

Do you have a save from before you killed the guy so you can try it again? That almost always works on glitches.

The journal did tell me to go back to her, and it was active. I walked around the room multiple times and she just kept leaning over the map. She would not even start repeating the line until my cursor went over her when I got close. I do not have a save from before then...at least not right before, but it's a few hours back in the questline and isn't practical given all I've done since then with other things.
