Absolutely not.
I mean, for them to go up to anyone that commits an act of murder and ask if they would like to join? I prefer the "club" to be far more exclusive than that.
Now, I don't know how the joining played out for anyone else but for me it was something like this...
Having no clue how to join and having committed several murders, I decided I would join the Thieves Guild which I new (from info gathered by my character in game) was in Riften. So off I went to Riften and started talking to "shady" looking npc's in hopes to have conversation choices pertaining to the Guild. Instead I got one for the DB. YAY!
However, what they had to say didn't start any quests for me but they did say the names of npc's and places. So I IRL remembered what they had said and followed up on the names mentioned.
Basically, the first quest I got was after talking to the kid while impersonating a DB member. Tracking the kid down was all me.
It actually makes me wish the journal didn't lead you by the hand when it came with quests. I would've preferred if quest related conversations were simply recorded (written down) leaving it up to the player to determine where to go and who to talk to etc. I'm mean, sure, the npc could tell you in their conversation who to talk to and where, or they could be more vague when the storyline requires it.
Tracking down that kid while not having any journal entry and simply going off what was actually said in the conversation of npc's was the funnest "quest" in the game.
