Is this a spoof or am I missing something here? please enlighten me. I was never given this quest. Is this a mod?

No, this is a real quest. Towards the end of the main questline, if I remember correctly.

How come I was never given this quest if it's part of the main story? did I simply experience a bug?

If you go to the Jarl of Whiterun and tell him you want to capture the dragon you may need to do this quest - it depends on what's up with the civil war at the time.

Found this on the page before the one you linked:

Note! This quest will appear in jour journal only if you weren’t able to convince the Jarl of Whiterun to immediately prepare Dragonsreach for trapping the dragon during The Fallen and instead were forced to help in negotiating a truce.

Depending on what you did with the civil war, you may not get this quest.

Gamemastr35 every single time I've wanted to trap the dragon the jarl of whiterun always agreed with me. Maybe if I wasn't a thane?

This quest is called "Season Unending" and is only available if the Civil War is still active as the Jarl of Whiterun chooses not to devote his resources in to capturing a Dragon, when his city is under the threat of being attacked.

just dont attempt the civil war. Besides, u got a world to save first. So do the main quest, wreck alduin, then go [censored] the civil war

If you're far enough along in the civil war you won't get this quest. On my first character I got the quest, but then went on to advance the civil war enough and the quest finished on its own.

The only good part about that quest is starting a riot at the peace meeting.

Interesting. I didn't see this either, but Ulfric had taken Solitude by the time I needed to capture the dragon. Seems odd in retrospect that all the interested parties had to agree to this? Last night I "returned to Esbern" as per my journal, but all he'd say is that Delphine was worried about me. She praised me for dealing with Alduin, and I thought we were on good terms again. But no, she immediately began harping on the innumerable unspeakable nameless crimes committed by Paarth. Neither she nor Esbern would tell me even one of his crimes. So I tried beating it out of them. Well, that was no use. If their duty is so important, they can deal with him themselves. I'm tired of those two.
