Anyone find a purpose to the Thalmore Headquarters in Solitude? Answer with as few spoilers as possible, but it seems odd that it is completely void of NPCs. But it could be there for planned DLC.

I haven't done anything in the HQ of the THalmor for the mainquest...

It's for an incredibly glitched rescue quest from the Grey-Manes. (Either the Grey-Manes or the other clan.) But it's glitched.


Although, at night (supposedly) Elenwen, the ambassador from the grand Dominion, sleeps there.
