Thalmor Justicar World Encounter

I've been running the roads of Skyrim for hours now but I can't seem to trigger this encounter. I wanted to get it so I could have the execution order as a decoration for my house, alongside the dark brotherhood execution order. I've killed dozens of Thalmor, both in the main story and random ones who walk the road, but I've yet to be hunted down. Is there any prerequisite to trigger this encounter?

the world encounters are just random, I hadn't seen any of them for several days and I travel the roads often rarely fast traveling anywhere, this morning i ran into three separate groups of them they all lay dead and I even managed to free one nord.

Have you done the Thalmor Estate quest yet?

Based on personal experience, the Thalmor Estate part of the main quest isn't necessary to trigger the Thalmor Execution Order, (or perhaps isn't the only trigger for it.) I had it trigger the other day without having been to the Thalmor Estate and the only interaction the character has had with the Thalmor is killing them from "stealth" with Frenzy and then slitting the last guy's throat. :ninja:

I've gotten them three times now, but not the ones that are hunting you down. I've encountered four different drug dealers, which is nice because they seem to be the only ones who sale sleeping tree sap. I ran into three cow sacrifices in a row once, too. Hopefully the one I'm wanting shows up sooner or later.

Try and complete the quest to free the Gray-Mane from the Thalmor in Whiterun. Stormcloaks always tell me I gave the Thalmor a black eye and they came after me when I was hunting for giant toes.

I do nothing but run roads and clear surface areas until level 30. It seems completely random.

Try some of the less traveled roads, like the couple that lead to Helgen south of Riverwood, I've also had them attack me out in the middle of nowhere a few times so I'm leaning to more random than being confined to roads.

That triggered my 2nd hit squad, I am hopping for a 3rd soon.

Thanks, but I already did that. I've done just about everything in Skyrim - twice over - as this is my second character. First save got me near 100 hours and this save has me at 72. I'm trying to extend the life of the game by just a bit more, as I don't feel like making a new character so soon, so I'm running around trying to decorate my Riften house.

I usually encounter the 3 Thalmor on the road between Windhelm and Riften (near Mixwater Mill) or just outside Falkreath. But they are random I think.

I've run into these Thalmor twice in two separate games going from Whiterun to Markarth. Once it took them a while to notice me and turn hostile. It was early in the game before I'd killed any of them.

They've never attacked me on the roads, it has always been out in the wilderness somewhere.

I just gave up, made a final save and uninstalled the game (360). I ran around on the roads for over five hours, looking for events and dragons to kill, and I never got it. I killed around eighteen Thalmor who were either escorting prisoners or just walking the roads, but none of them were after me and none of them had the note I wanted.

Out of 14 toons so far, I have had this on only two. Both were Nord. Both were fighter types. Both were around level 18. Both had already wiped out the Thalmor contingent at Northwatch.

One of them got this encounter near Folgunthur. The other one got it near Soljunde's Sinkhole.

Hmm. I've never had a hit squad come after me, but I have seen non-hostile patrols a few times on the roads before.

But I'd say it's just random, and probably very rare. I've only ever had one DB assassin come after me (though, granted, I'm now the Listener).

It's indipendent from any other quest. One more reason for hating these guys. Regardless of where loyalties lie (empire/stormcloack) everybody should go to the Thalmor outpost on the northern shore and do some target practice using live Thalmor targets. :) For some reason, this dungeon does not respawn so they remain dead for good. It's also a great source for Elven armors early in the game. The sentry outside can be safely killed from the distance or lured away from the castle.

I haven't really done much to them myself. However, I DID shout outside of the embasy. and I have had the encounter.

I've encountered them twice on this guy so far and I've only had them out and outright attack me once, my previous encounter with them they asked me if I worshiped Talos to which I chose [Remain Silent] and dude was like, "I don't like you, I think you're a heretic, and so you shall suffer a heretic's death" :ermm: Helluva jump in logic there buddy. Me and Uthgerd killed all three of them just barely.

Many hours later I was doing a Mage's Guild quest and I was headed to the dungeon, and three Thalmor Justicars jumped me when I was unprepared. No "hey there heretic" they just ran up flashing their magic right in my face. They won so I didn't see if they had any note to kill me. As I died they told Brelyna she was interfering with official Thalmor business while burning her with fire.

After the game reloaded I got another encounter instead, of some Giants out walking their mammoth.

Complete "In my times of need" by turning the woman to the Alik'r. It will trigger a squad of Thalmor trying to kill you and they'll have an execution order.

I am personally hated by the Thalmor and have had at least 3-4 assassination groups come after me. I personally hate the Thalmor due to the snobbish attitude and thinking they have the ability to just take prisoners and "interrogate them".

LOL when I encountered the group of 3 Thalmor escorting a Nord prisoner outside of Falkreath last night I had the ability to ask "Who are you" and "What gives you the right to do this" upon hearing that the Nord was to be interrogated. After Lydia and I dispatched of the 3 Thalmor, throwing the bodies down a cliff just to haul off a good 3-5k gold in Elven gear and Glass weapons, I walked maybe another 200 more feet before the assasination group jumped me. The pile of dead Thalmor bodies hiding in the brush at the bottom of the cliff next to me grew to 6 as I walked away with about 7k in Elven armor and Glass weapons.

Long story short one of my major RP portions of this game is that my Khajiit cannot stand the Thalmor and their "I'm the superior race [censored]", so he will go out of his way to exterminate as many Thalmor as possible and any Imperial solider who says anything about that stupid [censored] "Gold-White" treaty BS.

OUT WITH THE THALMOR IN WITH THE KHAJIIT!

i got it on my thief after helping the thalmor in markarth catch that bard guy for being a talos worshipper.

i thought it strange thhey sent an execution order after me when all i did was help them but there you go.

otherwise random is random. you just need to have met thhe prerequisites to make it enter in the random is random pool. which seems to mean at least doing something with them at some point.

I'm still running the roads - going on ten plus hours now - and I keep getting the same events over and over.

1. Couple Fleeing From Dragon - I always give them gold.
2. Noble On Horse - I hate this guy.
3. M'aiq The Liar - He's been showing up a lot recently.
4. Drug Dealer - I have 30 sleeping tree sap in my party chest thanks to them, and they only sell 2 at a time...
5. Three Imperial Soldiers - Both of the escort and non-escort variety.
6. Three Thalmor - Both of the escort and non-escort variety. They aren't the ones I'm looking for.
7. Traveling Bard - I forget his name, but I keep paying him 25 gold for a request and then I run off.
8. Thieves - I always refuse to pay them and then slit their neck before they go hostile.
9. Disgruntled Traveler - These are the orcs and redguards that attempt to pick a fight with you. I just ignore them.
10. Headless Horseman - I don't like this guy anymore.
11. Cow Sacrifice - I'm tired of seeing this guy, too. I even followed him a long way once. The giants were dead but he still left the cow. Waste of a cow if you ask me.
12. Angry Person - These are the random people that attack you for no reason, always named after their race. Have no choice but to kill them.
13. Vigilant of Stendarr - Not as common as the others, but they do keep showing up.

I keep getting these over and over and over. I've done all of the quests people have suggested. I've killed hundreds of thalmor. The other random encounters just aren't showing up and I've run the gauntlet. I've gone all across Skyrim. Perhaps I wouldn't be complaining that I've seen everything if things would start showing up. Now, I have seen a ton of events with this character - many of which were either one-time only or have stopped showing up because I completed the civil war. I just think something has had to go wrong in order for these same events to keep showing up over and over.

Maybe the Thalmor are scripted not to send assassins after you once you complete the civil war, or finish the main quest. Has to be some reason for them not showing up.
