Anyway, I've read other sites where people have said they completed the Skooma trade business and weren't offered the Thane thing. But that's because they didn't do the 5 favors.

My problem is that the Skooma thing isn't being offered to me at all. At first I figured if I did a bandit clearing mission then I'd be offered the deal. Nope. So I did a second one; nada. Then I joined the Thieves Guild; still nothing. I even got that sissy Harrold his sword, still nothing.

Anyone know?

You need to talk to an Argonian girl/woman down by the docks/ inside the fishery.
