I ran into that nut outside of Whiterun early on and got that guy to fix his wheel. Where do you guys see him again? I haven't seen hide nor hair of him since (thank the 9). Cheers!

for those of you who ACTUALLY think Cicero is just a nut-job with a broken wagon, think about it: the ONLY Jester in Skyrim, with a box WAY to big to be a coffin. If Bethesda set that up and it didn't go anywhere, then I would quite TES, and loss all hope for the next Fallout...

I like the Cicero character; he seems to obviously be based on Norman Bates... I think my age is showing with that reference. At any rate his clothes look great on a mannequin--better than any suit of armor.

Now that you mention it, yeah, I can totally see it! I loved Cicero before, but with the potential Hitchcock reference in there as well, I enjoy him all the more now!

If you look into your completed quest log, you'll see that Cicero's "Delayed Burial" is counted as a Dark Brotherhood quest. One clue to the fact that Cicero is not all he seems...
