I am done with act 11,I am done with Alduins Bane,I on main Quest 111 Arngeir ready to help,General Tullius will come to table,Ulfric Stormcloak wants me to kill Ice Wraith I did went to Galmar but can not get jarl Ulfic to come to the table..Can not start part 11 of Fallen Epic Entanglement? Can not learn Shout to call Odahviing.

you're in a really glitchy spot

if you have a save from just after you killed the wraith go to that one

here's why: once you start and turn in the "first" quest on either side of the civil war the game is going to push you towards finishing the civil war chain before you do alduin. you need to turn IN to galmar and then NOT take his next quest and speak to Ulfric really quick so he'll go up to the summit.
