Are there Ice Vampires in this game?

I read something a while ago about Skyrim's vampires at the time of Oblivion. They were described to be much different than the ones in Cyrodil, and could move through ice. They live in the eastern part of skyrim, in frozen lakes. So far, I've gone through pretty much all of Solitude and climbed to the north coast, but I haven't found any frozen lakes. The only vampires I've found were the ones that live in caves, regular human-like ones. If they are not in this game then I believe they should be added in DLC. How awesome would they be?

"The Volkihar vampires of eastern Skyrim live under haunted, frozen lakes and only leave their dens to feed. They have the power to freeze their victims with icy breath, and can reach through the ice of their frozen lake dens without breaking the ice. The Vampires featured in the Elder Scrolls:Skyrim game do not possess or at least display the ability to reach through the ice, in fact the Vampires of skyrim are very similar to the Oblivion Vampires, the only differences being the appearance of the vampire and they are only weakened by the sun and not burned by it, other differences are the powers though a few of the oblivion Vampire powers remain."

I just found this from the wiki

No, it's pretty much the same system from Oblivion, with frost resistance. A complete joke.
