ok. you can have the starter quest for both the stormcloaks and the imperials
you can do the first rank of each of them and then you have to make a decision
very open minded of Beth to give you even that far, as if you showed up on my door and told me you were on my side after being with an extremist terrorist I'd have a hard time trusting you
IF you happen to be at the first quest place with stormcloaks or empire and then also get to the place of holding a summit at high hrothgar you are in a place where you were "proving" yourself to the military leaders and are going to have to complete at least one side or the other
I know I've personally answered this more than once. it happened to me.
the game isn't broken, as has been suggested... it's IMPOSSIBLE for anyone to believe that you can hold an unbiased summit when you're also a sworn soldier for one side or the other...
up to the battle for whiterun which makes the summit, well... unnecessary... you can finish whatever part you're on for the Imperials and then DO NOT TAKE THE NEXT QUEST before you talk to Tullius. For the Stormcloaks it's a little harder because they're a little closer together. Go do the Icewraith and then DONT TAKE THE NEXT QUEST and talk to Ulfric... there's no way to stall the Jagged Crown and after that is Whiterun, so it's very compressed.
