So I finally was able to get an Elder Scroll with a cheat. Now my guy is standing on the balcony at the back of Dragonreach trying to call some dragon so that those guys can chain it up and everything. But even though I'm firing off the Call Dragon spell like an AK-47 in every direction not pointing inwards towards the balcony or the building it's attached to there's still no dragon. What am I doing wrong?

From whom did you get the shout call dragon?

Are you holding down the shout button to complete the entire shout?

It sounds like you're just tapping the button once because Dragon Call takes an awfully long time to recharge.

That could be the problem. Did you use console commands? I've read that if you advance some quests that have complex relationships you can mess up some or all of the quests in that relationship.

Are you positive call dragon is equipped? a friend of mine had the exact same problem turns out he had clear the skys equipped.

Very possible, perhaps he skipped the part of the main quest where he gets Dragonrend.
