Walking up and down the ice "canyon" don't see anything. Kind of annoyed at this point....

if you fast travel to it, the ramp to go down into the ruins is right there, its easy to miss but its right there, keep looking.

Yup, waterfront is right. You have to go into the ice caves area and wend your way through until you actually get to the ruins.

The entrance should show up in your in-game local map.
