One of the girls in Companions will teach you block. Infact they will teach you every skill in the warrior class.

If you don't mind exploiting a little just equip a shield and a lot of healing potions, find a melee enemy (wolves, bears, or giants depending upon your LVL) and let them whale on you...blocking, of course. :P

Trolls are the best IMO, because they are so slow.

I would add skeevers. When your block is high enough, skeevers will not damage you. You can do it until you get bored.

Can you get your Blocking from like 90 to 100 on Skeevers? I'm assuming that at higher levels of class/Block you need to get 'hit' by higher LVL mobs. True?

mudcrabs, are great for leveling up block, they hit hard for some reason and have dual wield so they hit twice as often. best part is for some reason if something else happens while raising your skill (random dragon) they are one hit kills.

I eventually power levelled my blocking from 70 onwards with the help of a generous bandit marauder. My light armor was already at 100, so even when he got a hit through my block I hardly lost any health. And it all took around 15 minutes.
