I found a map in the basemant of the Hall of the Vigilant.

Large dots seem to indicate the capital cities of the Holds, but what are the smaller dots?

And what does this map have to do with Daedra hunting?

The round dots are towns, the squares are forts. I don't see any relationship to Daedra hunting, either. Perhaps these are patrol routes? And I don't even see Stendarr's Beacon, SE of Riften, so it doesn't show their own places.

Shrines maybe.... I'm not sure until I can put up a side by side when I get home.
