I have no idea what it was for, there are no posted update information articles (that I can find). It was 18.5 MB, my version is now 1.3.10 and LAA patch no longer works. This was at 08:50, 21 Dec., +12 UTC.

I for one do not care for unannounced 'visitors' to my PC, especially 'visitors' that just barge in, take all my beer, trash my house, then leave without a by-your-leave or thank you. Bethesda, (Steam?) please note, you are visitors. No matter how well meaning, no matter how much I like you, you are starting to wear out your welcome...

The new update is Bethesda's own LAA patch. You shouldn't need a third party one.

So, they improve the game, removing the need for a third party tool and you complain? Really?
