searched every pub tavern inn IN THE BLOODY GAME!

NO WHERE I LOOKED AT WIKI'S FOR EVERY INN I HAVE FOUND EVERY LOCATIONS!

I EVEN SEARCHED THE INNS 2 TIMES OVER!

DOES GETTIN MARRIED DESTROY THE QUEST?

Anyway... I'm not sure.. I just found him randomly on my new Character at the Bannered Mare in Whiterun. Actually doing this quest as I'm typing this..

(1st time doing this quest as well, so plz don't spoil it for me...)

He can appear in the pubs of the minor towns too. Stuff like Riverwood, Rorikstead, Ivarstead, etc.

He appears randomly at a tavern. I think there is a level trigger, but im not sure what it is.

With the radiant AI, it's hard to tell what factors trigger the event and how much of it is purely random. Forget about it for a while and maybe it'll happen.

I believe you have to be level 14 for him to spawn.

I found Sam at the Inn in Riverwood. He was standing back in a corner and not sitting at the bar.

To make matters worse there's a few inns scattered around the countryside that aren't even in towns or cities. He could turn up in one of those as well.
