I've already bought and upgraded my house in windhelm and right after I've spoken to the wizard he told me to watch the Stone Quarter at night. I've been doing it and so far nothing has happen. I went back to my house and Calixto was inside! He starts attacking me and my housecarl starts attacking him back. I wielded myself with my conjured swords, and decided that my housecarl didn't need any help so put my weapons away, and Calixto said something "I'll let you live" or whatever he said. I became agitated that this bastard wasn't leaving my house and then I started attacking him. I notice that I started getting bounties over my head, and was arrested a few times.

So anyways Calixto refuse to leave my house and the quests is UN-finishable. My Skyrim RP became ruins as a result

does anyone here know how to fix this problem?

You just Yielded to him... Reload your charatcer and off him off.

If you happen to have a save during "Wait in Stone Qtr"
You can run over to Vendor/Smith Area (you'll often hear scream) and can procede as normal.

There are few other ways to kick start last section. Alot involve just killing him to find if quest will end, or if he is still essential.
If its Later, Then you might need to retalk to some NPC's, then go back to Stone Qtr to see if he shows up.

If you don't have a save back, You might wanna try to stealh kill him to aviod bounty. (or move your House Carl, since it likely they are reporting your crime)

He's saying he can't activate the quest, which means the whole quest won't start for him at all.

Did you check the UESP page to make sure you were doing the right things to activate it?

Its suggested that you should complete Blood on the ice before getting the house.

As for not starting, Check to see where (forgot her name, she has ragged clothes on (Logn hair, white ragged shirt) and is Pick pocket trainer and local bum)

Talk to her, after wards she will often run off to cemetary. You can also visit House of ...(Mind blanking names..) and take tour.

Starting other things, will often get them to run to murder site and starting it off.

No, I've cleared the quest a few times with this happening. (Ps3)

I've had no real issues saving it for later, you just need to do certain things before others to get flags to register.

In Most cases, your told to go to Stone Qtr, before you even talk to lady mention in bulletion notes. And then you find urself waiting... and nothing happening.

You then need grab the note, and talk to her to skip back to talking to Castle Mage guy, who will then again tell you to go Stone Qtr.
There even a certain point you need to aviod talking to Joiskar, as he'll screw up on what order is.

If Calixto's intended third victim is dead, the quest updates as soon as you speak to Wuunferth; Calixto runs to Hjerim and cannot be killed.

If you're on PC, you can put

setINI "BEssentialTakeNoDamage:Gameplay" 0

into the console, and that will allow you to kill him.

Enter

setINI "BessentialTakeNoDamage:Gameplay" 1

into the console to turn essential/protected actors back on.
