"Blood on the Ice" Quest Bug : V

Hello, so I am trying to solve the murders in

Windhelm

and there is a bug.

When the guard tells me I should get Jorleifs permission, it is unmarked and incomplete when I try to do so. Also, it says "Investigate Investigative Items" when I try investigating the crime scene. Is there a bug for this quest as well??

I think so cause when I went into the house thats when the quest started. Now I can't display any weapons there

I can't finish that quest because a dragon attacked and it ended up killing Viola, so I can't progress through the quest.

happened to me too but i believe I fixed it somehow, it was a while ago so I can't really tell you how

See Jorleif, iirc he gives some pointers.
Go back to crime scene (best done in the day) and follow the blood trail. When you get to the end of it, the next stage of the quest will trigger.

This has happened to me.

I am supposed to speak to Jorlief. I do so, but after speaking to him, it still has a pointer over him pointing out that I need to talk to him.

I might just have to shout at him

You may be unable to complete "Blood On The Ice" because you have already completed the Civil War. I had the same problem as you. I looked around on Bethesda and one of the bugs was you the once you have completed the Civil War, you are unable to complete the quest.
