I'm not at my gaming computer at the moment, but can you not toggle subtitles off and on in Options? If not, I know I've seen a line in my .ini that covers subtitles.

IIRC, ticking one of the two does nothing for me. I have to have both ticked. I find it useful to know who's saying what.

There are two subtitle options. One is for the subtitles used while speaking to people, two is for all te subtitles to the people around you that you are not engaged in any type of conversation with. So for example if you have the second set on you would see the subtitles pop up for guards or the people around town just waking by, for the first option if checked you'd only see subtitles when you engaged in activating a quest or just talking to someone that has speech options. Personally I turned off the second one because it was annoying seeing every word pop up for everyone. I turned on the first option so I can read ahead while talking to someone and press the skip option.
