Anyone out there help - I cannot call the dragon from the balcony in Dragonsreach - I have the call, but it will not appear. Have I missed something?

Have you spoken to everyone? Trap set?

Also, hold down your shout button and dont just hit it as the Dragon needs the full shout to get his attention.
Like when you upgrade your shouts you need to hold down the button/key longer to use the more powerfull ones.

I had the same problem at first and figured out it was because I beat Balgruuf back from High Hrothgar. Try going inside Dragonsreach and talking to Balgruuf on his throne. If he's not there try waiting an hour. There's some dialogue with him about his men being ready or something I think. At first, I just ran up to the arrow on the balcony and shouted and nothing happened.

Actually, I thought nothing was happening either after I called. Then I went back to my save and tried again. Turns out you have to wait about 60 seconds before the dragon shows up. That's a long time when you think you might have done something wrong. Gotta have a little patience.
