I seem to have run into a problem while doing the quest ‘Message to Whiterun’ on the Imperials side. I’m on a PS3 and worked my way through the quest to the point where I report to Legate Quentin Cipius, which is the last thing before moving to ‘The Battle for Whiterun’. He has the quest arrow over his head but will not engage when I hit select. I’ve tried reloading, leaving the cell and coming back, no change. I’ve started the quest line over again to see. I’ve looked on the wiki for known bugs but this wasn’t listed. Has anyone else run into this bug and is there a work around? I’m just wondering if the game is telling me I should have gone with the Stormcloaks.

The Stormcloak side has all the same issues. Just different characters. I know this sounds stupid but.......Someone told me to reload before reporting for my orders and wait until night time to get my orders. It actually worked.

I've been having the same problem, only on the stormcloak side. For stormcloaks, you're supposed to deliver an axe to the jarl of white run. When I go to whiterun, the Jarl has the white arrow quest marker thingy above his head, but there are absolutely no new talk commands. And I'm already a thane of Whiterun, I've just about all the quests for him his 2nd I think. I'm playing on PC btw. Is there perhaps some refresh command for PC's that I could try? or a command to just move the quest completed past a certain level? Normally I'd think of something like that as cheating but I'm really frustrated with the quest glitches =\

I had a lot of issues with dialogue not showing up during the Civil war myself. Did a lot of reloading.

What I did was......save before entering the cell with the character your going to see. ( I saved after getting the axe from Ulfric and before leaving his castle, just make sure the objective updates and the marker appears on your map before you do save) then fast travel to Whiterun. That way if the dialogue doesn't show up, you can reload from Ulfric's castle. I would usually get the dialogue to show after a few tries.
