Bracers with 30% easier lock picking

Gloves with 15% easier lock picking

Ring with 10% easier lock picking

Will they add up towards lock picking or will it just use the highest 30%?

I believe 55%...whatever that means for lockpick
You should check your effects page and it should show there, anyway i never had 2 items with same effect to check that.
