i am have similar prob and looking for hours for answer to,,, begining "loud and clear", Vex is loopy "i'm busy ect ect ect and then Tonilia, isn't giving the Thieves guild armor, i can setstage but all that does is make a second copy of the quest in my log, and i still have "loud and clear" active, and no armmor and vex is still loopy
i have done these on 2 toons, and both times i got to restore guild and all booths occupied and then it locked up so i restarted with unlocking it all with SAM just to play, and have fun, NOTE i said to have fun, not to deal with lockup and getting stuck
please god, let me play and have fun, it a game

The only thing I know that may help with bugs of these kind is to reload a save from before you entered the area where you encountered the bug.
Maybe someone else knows something you can do with console codes, I know nothing of those.

I forgot to pick up my armor at the correct time, and went back after I'd completed the next quest in sequence and she gave me her speech and the armor then. Maybe that could help you.
