I been trying to get the Jarl of Riften to let me buy a house. I have been doing quests for the people in Riften. How many people do I have to help to start the quest?

You have to start the skooma dealer quest first. If you have that, then when asking about becoming thane it should give you a misc objective Help x/x people in riften. I think It's 3.
